I think the person who made the translation from Arabic to English did that literally word for word and missed the whole meaning. Or he just wrote down the first word he found under the meaning of 'مراقبة' which actually has many meanings in Arabic. A better translation would probably be "Security Cameras At Supermarket" and a word of warning like 'beware' or 'attention' up front.
